This paper reports collaborative work with MIT and GIT (Atlanta) as a result of a joint EPSRC-NSF award. The work is being exploited as part of a novel surface treatment procedure for processes involving the preparation of ultraclean water under an EPSRC Award (EP/H024271/1); and in the production of doubly-metastable water by a Patented technique; and to produce a previously unreported form of ice structure; and in a current collaborative project funded by Nestle Research Centre (Lausanne), with ETH Zurich and Institut Laue-Langevin, Grenoble.
