<27>Addressing open calls for guidance on how to evaluate strategic plans within the non-profit sector (e.g. Allison & Kaye, 2005, De Carlo et al, 2008, Chance & Williams, 2009), provides first evaluative framework to test the quality of a documented strategic plan, and first national review of 28 public library strategic plans, including evidence of issues within current plans. To date most comprehensive study of it’s kind, with the capacity to influence future public library strategic planning and evaluation at both national and local levels. Has informed subsequent study of emergent digital services, providing strategic context (Buchanan et al, 2012).
