This work resulted from collaborative research with Shanghai Maritime University (SMU) with financial support from the China Scholarship Council (Vice President, SMU). “It is among the top 5% most frequently cited papers published in this journal since 2009” (Managing Editor, Risk Analysis, November 2013). It provided a solid basis for an award of an EU grant of €3.5m in Intelligent Transportation for Dynamic Environment (allocation of €542k to LOOM). This work led to an invited book chapter “Ship formal safety assessment”, in Maritime Safety, Security and Piracy, Informa, pp.31-58, ISBN978-1-84311-767-4 (Book Editor and Professor, Old Dominion University, USA).
