The article discusses the role of time and tempo in projects of modernisation and development since the late 19th century. Examples include colonial development (among others, Lord Cromer’s strategy of slowing down political change to match the pace of the ‘natural’ transformation of Egyptian society in response to the opportunities of modernity); Cold War development projects based on the conviction that development could be accelerated so as to achieve a ‘take-off’, and the role of speed and constant change in China’s Great Leap Forward. The final section discusses the political foundations and implications of ‘slow’ vs. ‘fast’ development strategies.
