This paper presents a hierarchical nonlinear model-predictive control (MPC) approach for coordinated ramp metering with application to the Amsterdam ring-road. The control structure consists of three layers: estimation/prediction, optimization and direct control. The optimal control tool AMOC is incorporated in the second layer and local feedback in the third. A powerful large-scale numerical optimisation algorithm is utilised for solving the MPC problem. The paper is on the forefront of ramp metering control and the body of work described is referenced by practically every recent research paper on ramp metering.
