Drawing on her extensive primary research on the practice of federal politics in Germany, Dr Rowe contributes original empirical material and analysis to the first section of this article, focusing on the failed “federalism convention”. This assesses the dynamics of the first constitutional reform attempt undertaken within Germany in the early 2000s, ambitions to rebalance powers and streamline decision-making. In addition to developing the analytical frame, she led on interviews regarding the reform convention.
