'This research output merits double-weighting because it offers a detailed and novel interpretation of the importance of Irish nationalism in the evolution of US foreign relations in the long nineteenth century. It draws on a considerable body of primary sources from a variety of archives and is conceptually significant in that integrates a bottom-up, transnational narrative with a study of elite policy-makers. Part of chapter two was published elsewhere and should not be considered for assessment.'
