Responses to a web-based survey, conducted through the HE Academy, show the stratified nature of HEIs as organisations, with senior managers distant from operational realities. Staff frustrations with bureaucratised processes are evidenced, as is disengagement: from academic ‘citizenship’; identification with their institution and alignment with strategy developed within New Public Management approaches. The survey combined views on personal values and espoused and operational values of the system and institutions, Likert ratings of statements on key issues and vignettes of critical incidents. The survey results received wide press coverage, and a Select Committee called the project report in evidence.
