This invited paper for a special HEQ journal edition on English higher education following Jameson’s and Huisman’s SRHE 2011 presentations, is the first of its kind to explore Keats’s metaphor of ‘negative capability’ to investigate university leadership during HE policy and fee uncertainties. Data from university experts, managers and academics at elite and mass universities in cross-UK semi-structured interviews were informed by and triangulated against findings from questionnaires (n=16), surveys (n=121) and a focus group (n=6) using thematic analysis of emergent codes. This paper summarises perspectives analysed in-depth in the funded Leadership Foundation report and invited Oxford University Public Lecture.
