This paper was an output of a BAE Systems and EPSRC funded project on the application of distributed and decentralised intelligent systems in disaster management. This work led to participation in the Home Office INSTINCT programme which aims at reducing the risk and consequences of terrorist attacks in crowded urban areas. It has also resulted in collaboration with a company (MBDA systems) on the use of distributed systems to coordinate security operations taking place in an urban environment. Finally, it resulted in the conception and organization of the International Workshop on Pervasive Networks for Emergency Management (PerNEM) in conjunction with IEEE PerCom conference.
