This paper represents the culmination of an effort that began after a debate at a meeting in 2007 described by the Physica D (2008) reference about what type of initial conditions should be used for Euler calculations. Progress in resolving that debate led to a keynote address at a U. Minnesota Institute for Mathematics and its Applications meeting in 2010 on Analysis and Computation of Incompressible Fluid Flow and two invited presentations in July 2012 at IUTAM Symposia in Dublin (Extreme Events in Fluids) and Cambridge (Topological Fluid Dynamics).
