<22>This paper was an output of the SEAS-DTC funded PRONG project, investigating the integration of norms into multiagent systems. It was presented in AAMAS, a selective (>80% rejection) conference, and the most prestigious forum multiagent systems. The work was the first to consider a hierarchy of powers, nesting powers and meta-powers to describe agent capabilities in introducing norms. The hierarchy is formalised in terms of the model of norms obtained from the highly cited paper (Oren et al., 2009, Towards a formalisation of electronic contracting environments, LNCS 5428, 72 citations), an output from the “excellent” rated EU funded IST-CONTRACT project.
