This paper sets out some of the challenges and opportunities for local authorities making a significant shift in waste collection policy. This paper promoted an alternative approach to weekly collection, which although controversial at the time, has since proved successful in improving recycling collection rates. Twenty six of the top thirty performing councils in the UK have adopted such an approach, and councils continue to migrate to such a system. This paper won the Chartered Institution of Waste Management’s James Jackson Award and medal for the best formal written paper presented by a member of the Institution in 2008.
