Paper presents detailed analysis of all of Scotland's local authority recycling programmes. It identified the three principal factors that determine the performance of a kerbside collection programme and suggested an algorithm to indicate the likely increase in performance arising from a change of collection service. The paper provides evidential research to Government policy makers looking to standardise recycling programmes across Scotland and elsewhere. The paper has won the Chartered Institution of Wastes Management's James Jackson award for best written, formal paper submitted by a member in 2013.
