Paper describes sensor network for producing real-time publicly-available soil-moisture-content data on unprecedentedly wide scale, for use in weather, flood and drought monitoring and forecasting. Measurement technique exploits slowing down of cosmic-ray neutrons that interact with hydrogen atoms in soil water. Number density of such neutrons is carefully calibrated to soil moisture using neutron-particle modelling. Data is presented from network installed across continental USA and now expanded globally [tinyurl.com/gen-eng-12]. Work was funded by $6.6M NSF Program Grant and is identified as research group highlight in REF5.
