Published in the leading journal in this field, this is one of two collaborative papers with authors from the UK and the US which addressed the relatively new research area of low frequency space radar propagation. A novel transionospheric propagation simulator is described which models the amplitude and phase scintillation due to ionospheric scattering. The model was the most sophisticated at the time of publication, it was the first to be validated experimentally and it led to new research theme and follow-on experiments in the US DoD which in turn have influenced procurement decisions.
