Blain participated (with the chair, the three other members, and the civil service project manager) in a series of one-day Panel meetings from 11 October 2010-February 2011 to debate and agree the research agenda and protocols; the witness lists; the content and shape of the subsequent report; and further steps (post-report public discussion). Blain undertook desk research and (with the Panel chair and/or others) witness interviews during the period, also helping interpret written evidence; and participated in a major public, broadcasting industry and digital sector conference on the Panel’s work (16 November 2010). He undertook substantial responsibility in redrafting and editing the report and specializing in particular areas (international content, synergies with the Gaelic channel, radio).
