A novel probabilistic based modelling tool was developed to determine the effects of maintenance expenditure on railway network condition and serviceability. Its significance is that it can help to optimize the use of limited maintenance resources to meet multiple objectives and help frame investment policy and argue for funds by presenting network level benefits accruing from investment in a meaningful way to politicians and senior decision makers. The research was sponsored by West Japan Railways and Network Rail is funding a PhD studentship to develop the tool for its use, incorporating implications of climate change.
