This report is the result of equal authorship. The ethnographic research undertaken for this consultancy report was based on in-depth, semi-structured interviews conducted with individuals in their native language, as appropriate, as well as organisations, community-based groups, trade unions and criminal justice organisations, over a period of fourteen months (see report p.9).
