<06> This paper introduced the term of medical Quality of Service and introduced a novel medical video streaming rate controller based on reinforcement technique (Q-Learning) for transmitting ultrasound streams over 3G and 3.5G Wireless networks. The performance of the rate controller proved a significant enhancement over the previous and industrial rate controllers. The citations show that this paper has attracted considerable interest in the research community.
