The paper establishes a novel connection between mathematical analysis of multi-scale geometry and the nonlinear physics of fractals in continuum mechanics. It introduces a theoretical framework to tackle a wide class of dynamic problems with the scale hierarchy of their microstructure as a common feature. The fundamental research presented in this paper is the first attempt to create the mathematical description which will ultimately lead to implementations in strategic applications (e.g. medical diagnostic tools, weather changes simulation software or air and maritime pollution prediction tools).
