New concepts on intelligent network selection that examine the matching of service ‘quality of service’ requirements to the performance of the underlying bearer (packet loss probability, delay, etc.) are investigated in this research. The paper examines the performance of the market place if competitive tendering were introduced (i.e. economic aspects), and for the first time demonstrates that such a market would function, i.e. it would be well-behaved. Thus, if fixed subscriptions were replaced by call-by-call tendering, a functioning market would result.
