This paper, together with a previously published paper [10.1109/TPWRS.2007.908404], pioneered a new frequency-domain analysis method for power systems. The techniques are borrowed from control engineering and, for the first time, are adapted specifically to provide fresh insight into grid stability issues. In this research, the placing of Power System Stabilisers on a network to best damp inter-area modes is investigated. The research was undertaken in collaboration with Glasgow University [john.oreilly@glasgow.ac.uk] and supported by the EPSRC [GR/R40693, £128k, 2002-2004], and Scottish Power [hamish.dallachy@scottishpower.plc.uk].
