<09> This paper describes the application of a body of work on modelling the responsibilities of agents in socio-technical systems to software requirements engineering. It proposes that for enterprise systems, the key requirements relate to the information produced, used and exchanged by agents in the system, rather than the system functionality, as considered by most RE methods. It suggests a completely novel method of deriving these information requirements based on producing a model of the responsibilities of the human and organizational agents in the system and the resources that they require and describes its evaluation using an industrial case study.
