<05> This paper has twofold significance. On the theoretical side, the presented queuing model has been the most comprehensive in the literature and has introduced a queuing discipline called Priority Queuing with Restricted Admission. The second impact was in allowing in depth understanding of the 3GPP standards regarding 3G and 3GPP . This work also allowed the authors to investigate scenarios of quality of Service for Voice over IP in HSDPA as an essential part of developing performance evaluation tools as part of the study for the Open Mission Critical System (OMCS) developed by General Dynamics UK Ltd.
