<19> This novel paper observes that in a kinetic warfare environment non-combatants are indicated with recognized international symbols such as the Red Cross, Red Diamond and Red Crescent, emblems agreed by the Geneva conventions. It argues that the existing Geneva conventions are applicable and that civilian / religious and medical systems should be viewed as non-combatants in a cyber conflict. It suggests three simple methods for replicating these protective emblems in a digital environment. The paper was presented to the Australian Security Congress (SECAU) in December 2012 and was awarded the prize for Overall Best Paper at the Security Congress.
