<07>An important challenge in Cloud Computing is to balance user demands against computing resources. This involves continuous reconfiguration to maximize the number of Service Level Agreements that are satisified by the resource provider. This paper is significant because it is the first to break down this NP-complete problem into a hierarchical structure of possible reconfiguration actions, and proposes different approaches to implement some of these actions, which are evaluated with different scenarios and demonstrated to be highly effective.
