<22>The paper provides the first complete, rigorous, formal specification of the concept of electronic institutions, offering a new conceptualization as a paradigm for open systems in general. While the notion of electronic institutions has previously been introduced, no such complete formal realization has appeared. The paper provides a reference ontology for agents engaging in interaction, together with the data structures and operations that constitute core governance mechanisms to regulate autonomy of agents in open multi-agent systems. A short version was selected for the IJCAI 2013 special track for presentations of research results published in the AI Journal or JAIR.
