This article provides a mathematical framework for optimizing the energy-efficiency in the downlink of multi-carrier multi-cell communications, which is used for designing two low-complexity resource allocation algorithms. This paper provides solutions to network operators for running their network in a more energy-efficient manner and, in this regards, will have an impact on how communication future networks are run.This has been delivered to the network operators in the UK. This work has been performed in the framework of the ICT EARTH project, which is an award-winner European FI project investigating the energy efficiency of mobile communication systems.
