This paper introduces a novel mobility management scheme that allows flexible use of local 2 interfaces between LTE-based Femtocells. Such a technique can be used by wireless network operators to substantially reduce the communication overhead inside their core networks, while efficiently supporting on-the-move end users across Femtocell network boundaries. The ideas in this paper are now being considered as part of 5G standards.
