Current network management systems rely mainly on off-line approaches, with static management functions being external to the network. This paper proposes the concept of 'intelligent substrates' that enables virtualised knowledge planes and on line decision -making intelligence for intrinsically handling heterogeneous network management tasks. The envisaged impact is a scalable architecture that enables incremental deployment of emerging self-X network management mechanisms. Such an approach will substantially simplify the complexity of network management operations in ISP networks.
