This paper explores one of the sometimes hidden causes of breakdown in trust. It takes an interdisciplinary approach, drawing from the linguistic field of Speech Act to show how a trust relationship can develop between policy and practitioners. The orignality in this research is the exploration of a trust relationship between policy and practitioners which has not really been explored before in this context. Understanding the potential existence of this relationship is advocated as crucial to our understanding of causes and ways to remedy the breakdown of trust.
