Most current QoE adaptation solutions for internet telephony are limited to service-parameter modification, which may not achieve end-to-end optimisation. Our paper proposes a QoE-aware dynamic adaptation scheme for 3G VoIP services, which combines both services and core/access network adaptation. A trial implementation has validated its accuracy and responsiveness. This was a major contribution to the EU FP7 ADAMANTIUM project on QoE management for telecommunication services (€2.6M, contract no.: 214751). It also serves as the basis for QoE management of emergency communications over 4G LTE networks in the EU FP7 GERYON project (€2.5M, contract no.:284863).
