The author, as former Head of Naval Concept Design in the UK MoD, has challenged the prevailing paradigm of Requirement Engineering in defence procurement and this substantial paper argues for a more appropriate strategy for the design of major engineering projects. It led to an extensive debate amongst ship designers and leading systems engineers in UK and USA, captured in the 2012 discussion and author’s reply, indicating the significance of the paper and this topic in influencing UK Defence Acquisition (still the largest customer for British Industry) in an era of stringent cost constraint and the ongoing search for cost-effectiveness.
