This paper builds on outputs reported in RAE 2008 on worker participation and engagement for H&S. Dr Hare was the academic lead. Worker engagement is a new development in H&S and favoured by the UK’s HSE as an enhanced technique to improve safety performance (http://www.hse.gov.uk/Construction/lwit/index.htm). The tool presented in the paper provides benchmark criteria which the authors have implemented in industry (Bovis Lend Lease). ‘Worker Engagement’ is now well known in construction safety, made popular by the author and HSE (http://www.citb.co.uk/documents/topics/health-safety/annex-h-involving-the-workforce_tcm17-10101.pdf ). The benchmark criteria are now a pre-requisite for project competence assessment schemes (HSE CDM Guidance).
