<12>This paper describes work undertaken as part of the EPSRC-funded project "Adaptive Co-ordinated Emergency Response to Rapidly Evolving Large-Scale Unprecedented Events (REScUE)". The described model contributed to a modelling and simulation software package that was influenced by meetings with emergency planners in the North-East of England (reference: Joe Dunne, jdunne@clevelandfire.gov.uk) and handed over to them through a number of training courses held in May 2013. The work in this paper also formed the basis for subsequent research, currently under review in two journals, focusing on the impact of the evolving nature of the problem on the utility of optimisation models.
