Drawing on his expertise in German party politics, Dr Turner conducted a set of qualitative interviews carried out with senior actors who were significant in the reform of German fiscal federalism of 2009. In the writing of the article, he wrote this section and garnered its background data, and also developed a framework for the presentation and analysis of results, and the overarching conclusion.
