<29> The effective use of ICT requires Media Literacy, defined by Ofcom (2009; p4) as the ability to “access, understand and create communications in a variety of contexts”. The argument of this paper is that consideration of Psychological theory and research is crucial if we are develop a full understanding of media literacy skills and capitalise on the learning potential of Web 2 technology. Psychology can contribute to our understanding in all three components of media literacy: access, understanding and creation, and to more effective use of open educational resources in education.
