This chapter draws on the author’s work over 15 years to present a critical chronology of the UK RAE as it evolves in to the REF. It traces unstated changes in the purpose of the exercise, and its impact on individuals and institutions. Tacit shifts in broader HE policy and the concept of a university and an HE system are identified and interrogated. It concludes that there continue to be contradictions and conflicts between policy-in-principle and policy-in-action which need to be resolved.
