<22> Originality: The paper describes an extension to MediaWiki that supports the semi-formal representation of procedural knowledge in a distributed framework. This is completely new and unlike other knowledge engineering tools.

Significance: Knowledge engineering for planning domain knowledge is an underdeveloped research area. The extension developed here allows non-experts to develop semi-formal representations of procedural knowledge in their area of expertise.

Rigour: The system was used to represent procedural knowledge on virtual collaboration and evaluated as part of two large experiments (one week each) involving 15 international experts in emergency response addressing a (fictional) H1N1 outbreak in the US.
