<28> Originality: This paper introduces the theory of refinement in rule-based modelling of combinatorial networks of biological agents.

Significance: Rule refinement is a important way to structure complex rule-based models and their parametrization. The paper is phrased in terms of categories of extensions, and is reusable with across many variants of stochastic graph rewriting. A particular case is the ground refinement which is equivalent to a (possibly infinite) Petri net.

Rigour: The paper sets up the mathematical foundation and establishes refinement soundness as a strong form of stochastic bisimilarity.
