Haley designed the experiment and, with his students, constructed the cell containing the oscillating quartz tuning fork to be cooled to millikelvin temperatures. He was responsible for and contributed to the acquisition, analysis and interpretation of the turbulent drag data, that are nowadays viewed as exemplar measurements. Haley led the writing of the manuscript as the corresponding author.
