<29> Originality: It is well known that supplier economies of scale and scope, and natural monopoly features of geographical networks shape the market provision of broadband access. One original contribution is to argue that network effects and consumer economies of scope drive consumer demand, and derive policy recommendations from this insight.

Significance: This report will inform policies of the Scottish government and third sector.

Rigour: The report is based on collation of evidence from diverse sources: expert evidence, original research in field studies across Scotland, and a literature review.
