<06> Originality: This report combines a novel, fine-grained, but global, analysis of population distribution together with a clear analysis of available technologies and technology trends to redirect the focus of policymakers from the last mile to the middle mile. Fourman conducted this analysis and was principal author of the report.

Significance: In a Scottish Parliament debate on 2 February 2012, David Stewart MSP commented "There is much to commend in the action plan, which is written in the spirit of the Royal Society of Edinburgh's report 'Digital Scotland'".

Rigour: The report rests on a novel analysis of existing national datasets.
