This paper describes in detail the design and performance for the HFI instrument, for which I led the Cardiff team. Cardiff work which I carried out and/or supervised included conceiving the focal plane architecture, manufacturing and testing the cryogenic focal plane hardware, carrying out spectroscopic and sensitivity calibration at Cardiff and at the French test facility in Orsay, and using early in-flight data to optimise the instrument parameters in-orbit. I also made substantial comments on drafts of the paper, which is an important verification of many years of work by the HFI team.
