<12> This paper presents and proves the hypothesis that any database that can be modelled using Information Content Inclusion Relation (IIR) can be represented as a ‘safe’ Datalog program. We observe that this is the first of its kind. This work is based on previous results presented in the journal Knowledge and Information Systems and an invited plenary speech by Feng at the International Conference on TELECOMMUNICATIONS and INFORMATICS (TELE-INFO '09) in Istanbul, Turkey. This paper represents a follow-up work on two completed projects funded by the Carnegie Trust for Universities of Scotland in 2007 and in 2009 to Feng on Distributed Information Systems Research.
