Archival and other research for this article was conducted with the aid of a small grant from the British Academy (ref: SG101199) and funding from the Trust for Research and Education on the Arms Trade. The article was part of a special issue of the refereed journal Contemporary Security Policy co-edited by Cooper. The special issue was based on papers presented at two expert seminars. The first was funded by a Venture Workshop grant from the International Studies Association and the second was funded by NATO’s public diplomacy fund and the Canadian Department of National Defence Security and Defence Forum.
