<33>The paper is the first to examine the extent of filtering in public libraries across an entire geographic domain. It raises important issues of equity of access to information, and reveals significant issues related to censorship in providing internet access in public libraries.

The significance of the article relates to the discoveries that the majority of public libraries are not specifying their own filtering requirements, and instead having the parameters imposed externally. These findings are important for the profession and wider society in helping inform practice, and in developing policies related to filtering that are inclusive rather than exclusionary.
