<23>This paper proposes a novel computationally fast mode decision and a motion estimation (ME) scheme with rate distortion performance comparable to the standard H.264/AVC Joint Model (JM) software. We showed that motion estimation time could be reduced by as much as 97% by processing in the frequency domain particularly for low complexity video coding systems.
