This paper presents the results of a University-Industry collaborative research project between Japan National Institute of Information and Communications (NICT) and Tokyo Institute of Technology (Japan). This paper presents a novel and reliable technique for estimating the time-of-arrival of radio signals. Unlike the previous methods that found little or no industrial application, this method is applicable in real-world scenarios. The empirical investigation conducted by the authors in NICT, Japan, indicates the reliability and efficiency of the algorithm without incurring additional complexity and computational load. The proposed estimation technique is widely used for designing localization and tracking systems.
